increase fast-cgi from 4 to 12 - suspect too many php scripts simultaneously (lwir16.php and camogm)

For the current php 5.6.40 (in warrior) zip is not built by default - missing --enable-zip and libzip dependency.
In php 5.6.31 zip did not depend on libzip and --enable-zip was there by default

fixed fixdep permission denied problem by removing '-B'(build all targets unconditionally) option from make

- initramfs lags 1 build behind but it only affect the kernel modules which
  we don't have in initramfs - it's only used for NAND flash boot
  to mount overlayfs and switch_root there
