In case e.g. an number of Fortran variables are documented as an example in a \code block and the last line looks like:
INTEGER :: var !< documentation
The "!< documentation" is missing as the last block was not rendered.
Note: STRIP_CODE_COMMENTS has to be NO as otherwise the code comment will anyway, correctly,  be absent.

Fix bug with C++11 static_assert

When processing a C++11 static_assert, we wish to skip the arguments. However, the `roundCount` is set to 1 despite the fact that the `SkipRound` routine will increment `roundCount` when it's entered. This causes the rest of the class to be skipped entirely.
